President Gabriel Boric appoints new ambassadors

Today, the Minister of Foreign Affairs, Antonia Urrejola, informed that the President of the Republic, Gabriel Boric, appointed the following political ambassadors to international organizations: Claudia Fuentes Julio to the International Organizations based in Geneva; Sebastián Kraljevich Chadwick to the Organization of American States based in Washington DC; Paula Narváez Ojeda to the United Nations Organization based in New York; and Francisco Saffie Gatica to the Organization for Economic Cooperation and Development (OECD) based in Paris.

The President has also appointed the following career diplomats as ambassadors: Manahi Pakarati Novoa, Director General of Ceremonial and Protocol; Carola Muñoz Oliva, Chief of Staff of the Minister of Foreign Affairs; Alex Wetzig Abdale, Secretary General of Foreign Policy; and Patricio Díaz Broughton, Director of the Middle East and Africa Division.

Foreign Minister Antonia Urrejola informed that other ambassadorial appointments are in the process of requesting approval from the receiving countries.

Claudia Fuentes Julio

She holds a PhD in International Studies from the Josef Korbel School of International Studies, University of Denver. Currently she is an Assistant Professor in the Department of Peace Studies at Chapman University in California, USA.

She was an associate professor at the Department of Politics and Government of the Universidad Alberto Hurtado and worked for five years as an assistant professor at the Institute of International Relations of the Pontifical Catholic University of Rio de Janeiro, in addition to having been an associate researcher at Flacso-Chile.

Her research interests include foreign policy, human rights and security in Latin America, and her work has been published in several international journals including Ethics and International Affairs, Journal of Human Rights, and International Studies Perspectives.

Sebastián Kraljevich Chadwick

He holds a degree in Sociology from the University of Chile and a Master's degree in political management from George Washington University.

He has participated as a guest professor for different institutions, including the Unesco Chair, the UNAM of México, the University of Chile and, since 2013, he is an adjunct professor of the Master of Political Science at the Pontificia Universidad Católica de Chile.

During his career, he has designed and implemented strategies and messages for electoral campaigns, governments, agencies and organizations. He has developed public opinion analysis, university teaching and executive project management.

Paula Narváez Ojeda

Psychologist from Universidad Andrés Bello, Master in Economics and Regional Management from Universidad Austral and Master in Latin American Studies from Georgetown University.

During the first government of President Michelle Bachelet, she was appointed presidential delegate after the eruption of the Chaitén volcano, a position she left in 2009 to become spokesperson for Eduardo Frei's presidential campaign. Later, she worked as a program specialist for Latin America and the Caribbean at UN Women, before returning to La Moneda in Michelle Bachelet's second presidential term, where she was appointed Minister Secretary General of Government.

By the end of October 2021, she became an advisor at the UN Women Americas and the Caribbean Regional Office. She is currently working at UN Women Guatemala as Officer in Charge.

Francisco Saffie Gatica

He holds a degree in Law from the Universidad de Chile, a PhD in Law from the University of Edinburgh and a Master's degree in Taxation from the Universidad de Chile.

His academic interests include tax law, civil law, legal theory and political theory. In particular, his work focuses on the dogmatics of the general and special part of tax law.

His works include "The Inheritance Tax as an Institution of Justice" (2012) and the series of articles for Ciper "A Tax System Designed to Privilege the Few" (2012).

Manahi Pakarati Novoa

She is the only diplomat of Rapa Nui origin in the foreign service of our country. Librarian and Documentalist at the Universidad Tecnológica Metropolitana, she studied Journalism at the Universidad de Chile and holds a Master's degree in International Relations from the Victoria University of Wellington in New Zealand.

She graduated from the Diplomatic Academy "Andrés Bello" and has served as Consul in New Zealand, as a multilateral diplomat at the Permanent Mission of Chile to the United Nations and as a bilateral diplomat at the Embassy of Chile in México.

Among her assignments in Santiago are the Undersecretariat of Foreign Affairs, the General Consular Directorate and the geographic directorates of Asia Pacific, Europe and North America. On several occasions, she has served in the General Directorate of Ceremonial and Protocol where she was Chief of Staff and Deputy Director of Presidential Tours. Last February, President Gabriel Boric announced her appointment as General Director of Ceremonial and Protocol.

Carola Muñoz Oliva

She is a journalist from the Universidad de Chile and holds a Master's degree in Foreign Policy from the Usach, with a diploma in Gender and Development from the Universidad de Chile.

Graduated from the Diplomatic Academy "Andrés Bello", she was Coordinator of Human Rights at the Chilean Mission in Geneva and served as Deputy Director of the South America Directorate. Previously, she was posted at the Embassy of Chile in Peru and at the Permanent Mission of Chile to the Organization of American States, where she also served as Special Advisor to the Secretary General of the Organization of American States, José Miguel Insulza.

For two years, she was Chief of Staff of the Undersecretariat of Defense. Since March 11, 2022, she has been Chief of Staff of the Minister of Foreign Affairs, Antonia Urrejola.

Alex Wetzig Abdale

He holds a degree in History and is a Professor of History and Geography from the Catholic University of Valparaíso. He has post-graduate studies in Social Sciences at the Latin American Faculty of Social Sciences (Flacso) and in International Studies at the Diplomatic School of Spain - Complutense University of Madrid.

Graduated from the Diplomatic Academy "Andrés Bello", he has served in the Chilean Embassies in the Czech Republic and France; in the Mission to the European Union, in Belgium, and in the Delegation to Unesco, where he was Deputy Permanent Representative.

In the Ministry of Foreign Affairs, he has worked in the Directorates of South America, Planning, General of Foreign Policy, General of International Economic Relations and in the Cabinet of the Minister. He was Director of Energy, Science and Technology and Innovation and since last March 11, he has served as Secretary General of Foreign Policy.

Patricio Díaz Broughton

Lawyer from the Universidad Gabriel Mistral and is a graduate of the Diplomatic Academy "Andrés Bello". He has served abroad at the Chilean Embassies in Germany, Argentina, Paraguay and the United States, and at the Chilean Mission to the United Nations. He was also Consul of Chile in London, San Francisco and Caracas.

In the Ministry of Foreign Affairs, he has held responsibilities in the South America Directorate, in the People Directorate and as Chief of Staff to the Chief Administrative Officer. At the time of his appointment, he was Head of the Middle East and Africa Division of the Ministry of Foreign Affairs.
