The Acting Foreign Minister, Edgardo Riveros, attended this morning the promulgation ceremony of the law creating the Under-Secretariat of Human Rights. The event was headed by the President, Michelle Bachelet, who was accompanied by the Minister of Justice, Javiera Blanco, the Minister General Secretary of the Presidency, Nicolás Eyzaguirre, and representatives of human rights organizations.

In the Patio de Los Naranjos of La Moneda Palace, the Head of State signed the decree creating the Under-Secretariat of Human Rights and establishing an Interministerial Committee of Human Rights, in which occasion she said "we fulfilled a commitment we assumed with the country, but also with a higher duty that we have as a State and as a society, which is to give the highest institutional level to a matter that is so transcendental."

Likewise, the President announced, ahead of schedule, that the Regulation of the Prison Establishments will be signed and submitted to control of legality to the Comptroller General of Chile which aims to "catch up on international standards that restrict intraprison benefits to those who have been condemned for human rights violations. And we are working on indications to the constitutional reform and the law that declares imprescriptible and not subject to amnesty war crimes, crimes against humanity and genocide."

It is worth noting that the Under-Secretariat will depend on the Ministry of Justice and will be responsible for promoting and coordinating public policies and the legislation on the matter in order to strengthen the vision of the legal nature of human rights.
